The "Certification of Live Birth" posted online and presented by Barack Obama as documentation of his reported Hawaiian birth doesn't "prove" his birth alone, according to government officials interviewed by WND.
According to State Department officials, such a short-form birth document might be accepted as documentation of a U.S. birth for a passport if it meets certain requirements. Their conclusion is that the law is "complicated."
And state officials in Hawaii independently told WND that such documents are issued only when certain standards have been met.
But those requirements and standards leave the door open to some circumstances under which the COLB image does not prove what it purports.

Gov. Sarah Palin has signed a joint resolution declaring Alaska's sovereignty under the Tenth Amendment to the Constitution – and now 36 other states have introduced similar resolutions as part of a growing resistance to the federal government.
Just weeks before she plans to step down from her position as Alaska governor, Palin signed House Joint Resolution 27, sponsored by state Rep. Mike Kelly on July 10, according to a Tenth Amendment Center report. The resolution "claims sovereignty for the state under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States."
Alaska's House passed HJR 27 by a vote of 37-0, and the Senate passed it by a vote of 40-0.
According to the report, the joint resolution does not carry with it the force of law, but supporters say it is a significant move toward getting their message out to other lawmakers, the media and grassroots movements.

Russian warships will use Syria's Tartus as main naval HQ for four seas
A high-ranking Russian navy source reported July 21 that the Soviet-era naval maintenance base near Tartus in Syria is to be expanded and modernized to become "fully operational." DEBKAfile's military sources report that Russian is building the facility up as its main sea base for operations in four seas: The Atlantic and Indian Oceans and the Mediterranean and Red Seas. The upgrade of Russian port facilities at Tartus, its only foothold in the Mediterranean, will automatically enhance Moscow's strategic interests in Syria and Bashar Assad's regime.
The Russian source said that the 50 naval personnel and three berthing floats currently deployed at Tartus with accommodation for up a dozen warships will be beefed up with a new berthing float delivered by two tugboats from the Black Sea Fleet. DEBKAfile's sources disclose that those warships will include large vessels such as the nuclear-armed guided missile cruiser Peter the Great and the aircraft carrier Admiral Kuznetsov, which called in at Tartus in January.
In September 2008, DEBKAfile first disclosed that the Russian Navy commander Adm. Vladimir Vysotsky and his Syrian counterpart Gen. Taleb al-Barri, had signed contracts for converting Tartus into one of Russia's most highly-developed naval infrastructures outside its territory. Its warships based there will capable of reaching the Red Sea through the Suez Canal and the Atlantic through the Strait of Gibraltar in a matter of days. Israel is deeply concerned, according to our military sources, by the sophisticated air-defense S-300PMU-2 and Iskander-E missile systems the Russians propose to hand Syria on the pretext of installing a shield to defend the facility against air or missile attack. Moscow claims they will remain under the control of Russian crews but, according to information reaching Israel, they will be quietly and gradually handedover to the Syrian army; the Russian teams are in fact instructors.
Russia justifies this, according to DEBKAfile's Moscow sources, by the deployment of the highly sophisticated American FBX-T missile-interception radar systems at the Israeli Negev base of Nevatim.
Furthermore, Moscow will have its rejoinder for the disputed US deployment of missile interceptors in Eastern Europe. As we reported last September, the Russian Black Sea fleet and new Mediterranean-based warships will coordinate their operations under a single command. They are designed as counter-deployments to the post-Georgian-war US and NATO naval presence in the Black Sea as well as its fleets in other parts of the Mediterranean including Israel's shores.

JERUSALEM – Israeli Prime Minister Benjamin Netanyahu was taken by "surprise" by a U.S. demand over the weekend to immediately halt a Jewish constriction project in eastern Jerusalem.
"I was surprised by the U.S. move," Netanyahu was quoted by his advisers as saying yesterday. "In my conversation with [U.S. President Barack] Obama in Washington, I told him that I could not accept any limitations on our sovereignty in Jerusalem. I told him Jerusalem is not a settlement, and it has nothing to do with discussions on a freeze."
According to a source in Netanyahu's office speaking to WND, the Israeli leader has been disappointed by a lack of communication between his office and key U.S. government institutions, including the White House.
The Obama administration has called for a halt to Jewish construction in eastern Jerusalem and the strategic West Bank in line with Palestinian claims on eastern Jerusalem as a future capital, even though the city was never a part of any Palestinian entity.
The construction project at the center of attention, financed by Miami Beach philanthropist Irving Moskowitz, is located just meters from Israel's national police headquarters and other government ministries and is a few blocks from the country's prestigious Hebrew University, underscoring the centrality of the Jewish real estate being condemned by the U.S.

DEBKA-Net-Weekly's military sources reported that an aggressive new al Qaeda cell calling itself Jaljalat has been responsible for the last spate of cross-border attacks from the Gaza Strip. Our counter-terror sources report that Saudis, Yemenis and Egyptians who fought in Iraq and fled after being beaten down by US-led forces make up its hard core plus a score of Palestinian Hamas dropouts.
Sunday, July 19, Israeli Shin Bet director Yuval Diskin confirmed DEBKA-Net-Weekly's disclosure that "world Jihad" elements had recently infiltrated the Gaza Strip. In his briefing to the cabinet, he said they - not Hamas - were responsible for all the recent attacks on Israel military forces guarding the Israel-Gaza border.
Hamas immediately denied the allegation as "unfounded.

This week, al Qaeda's Gaza branch issued a message warning that its members had taken an oath of allegiance to Osama Bin Laden, pledging to carry out “very big” attacks on American and Israeli targets in the Middle East. "Jaljalat" is the first word of al Qaeda's anthem, which means: “We have been saved” [implicitly by jihad].
Although the Gaza Strip is under close scrutiny by many undercover agencies - especially American, Israeli and Egyptian - very little is known about the new cell's makeup, modus operandi and method of communication with fraternal al Qaeda branches across the Middle East.
From the little known, it seems that Jaljalat is headed by a man known only as Abu Talib, and is increasingly attracting disillusioned operatives of Hamas' military wing, the Ezzedeen al-Qassam Brigades.
It attempted to mount its first multiple operation against several Israeli military border patrols on June 8. In a new departure from al Qaeda's usual tactics, several dozen terrorists used trucks loaded with mounted horses to which explosives were attached. They burst out of the trucks and galloped toward the border to attack Israel positions athwart the first "bomb horses" in the history of suicide terror. None made it across. They were cut down by Israeli mortar fire.

DEBKAfile's military sources add: Jaljalat most likely carried out the anti-tank missile attack on an Israeli military squad patrolling the Gaza border at Nahal Oz Sunday night, July 19. No Israelis were hurt this time either, but it is feared that the new al Qaeda cell is just getting into its stride.
The experts have two theories to explain why Hamas is taking al Qaeda attacks from its turf lying down: Its leader find it hard to strike out against former members - is one. Another is its leaders have other fish to fry - Diskin believes they are deeply engaged in a bid to wrest the Palestinian leadership from the Fatah leader, the Palestinian authority chairman, Mahmoud Abbas, and are not averse to fellow-jihadists keeping up their war operations against Israel. This also muddies the water for Israeli retribution.

The case of the missing birth certificate grows more and more curious. It has been fascinating to see how quickly various news sites have been frantically altering their assertions regarding Obama's birth hospital ever since Jerome Corsi broke the news of Barack Obama's letter to the Kapi'olani Medical Center for Women and Children on July 6. This means that Obama was either born twice in Hawaii, or he was not born at Queen's Medical Center, as he claimed in 2007 when he first announced his presidential candidacy in Springfield, Ill.
The attempt of the Obama administration to confuse the issue by substituting a computerized Certification of Live Birth for an actual Certificate of Live Birth – which contains information about the birth hospital as well as the signature of the attending physician or midwife – has failed, as WorldNetDaily had no trouble explaining the difference between the two to the American public.

While numerous attempts to clarify the historical record have been successfully fought by the administration's lawyers, the issue became much more serious when Maj. Stefan Cook, a U.S. Army reservist with deployment orders to Afghanistan, filed a lawsuit regarding his questions about the legality of a deployment order based on the command of a potentially illegitimate commander in chief. But rather than contesting the suit, the Army took the highly peculiar step of revoking the major's deployment order, suggesting that the Pentagon generals are not entirely confident that they can demonstrate the legitimacy of their purported commander in chief.
The doubts this action raised about Obama's legitimacy were further increased when Maj. Cook was almost immediately fired from his civilian job at a private defense contractor, reportedly due to pressure from a federal agency under the Department of Defense, the Defense Security Services Agency. Although the obvious purpose of revoking the deployment order was to render the lawsuit moot, the firing only provides Maj. Cook with additional ammunition for broadening the scope of his lawsuit now that he has suffered demonstrable material damages.

Seeing his popularity draining away rapidly, President Obama has cynically decided to ram through the complex health care legislation in two weeks, without debate or amendment. He is going to give up the attempt to win sixty votes in the Senate and will use the budget reconciliation procedure - which is only used for budget bills - to push it through with fifty votes.
