German chancellor Angela Merkel blunted - in advance - the big-power drive for sanctions to punish Iran for its nuclear defiance. When Iranian nuclear negotiator Saeed Jalili faced the US, European Union, the UK, France, Russia, Geneva and China in Geneva on July 19, he knew that their two-week ultimatum for Tehran’s answer to their incentives offer could be sidestepped with impunity.
DEBKAfile’s intelligence and Gulf sources report that a key sanction on the table was a ban on technology that would reduce Iran’s dependence on refined fuel products. However, as far back as February, Merkel approved a $157 million deal for the SPG (Steiner-Prematechnik Gastec) to build three plants that convert gas to liquid fuels in the Islamic Republic.
The deal was approved a month before the German chancellor’s March stood up in the Knesset, promised to push for further sanctions against Iran and declared that Israel’s security was “nonnegotiable.”
The chancellor saw no reason for Germany to hold back on trade with Iran when in June US embarked on a secret dialogue with Tehran, in July Israel decided not to complain to Berlin for fear for jeopardizing its prisoner swap with Hizballah through a German mediator, and the European Union was busy doing business with Tehran and Damascus.
Her party colleague, Harmut Schaerte was therefore instructed to push the government Export Control Office to expedite the sale. SPG directors admitted in German press interviews that were it not for Schaerte’s pressure, they would have abandoned the deal.
Only after the transactions became public, did Jerusalem belatedly asked Berlin for “clarifications.”
Since then, British prime minister Gordon Brown has been pushing European leaders to extend sanctions to include liquefied gas technology. And after Iran test-fired long-range ballistic Shehab-3 missiles, the French company Total withdrew from a liquefied gas project when Paris asked French companies not to respond to Iranian tenders.
The German chancellor has therefore decided to break away from the international front working for escalated sanctions against Iran - even though this means throwing Israel’s “nonnegotiable” security to the winds.

DEBKAfile’s intelligence sources report that Gen. Muhammad Suleiman, whom a sniper shot dead in the Syrian port town of Tartus early Saturday, Aug. 2, was a shadowy figure who acted for Bashar Assad in the regime’s four most sensitive and confidential spheres:
1. He was the president’s liaison man with the North Korean government. On his frequent trips to Pyongyang, Gen. Suleiman organized the consignment of components for the plutonium reactor in northern Syria, which Israeli demolished last September, and the security of the North Korean scientists and technicians who accompanied them.
2. Muhammad Suleiman was also the president’s private channel of communication with Iranian military and intelligence chiefs; in this capacity, he most probably facilitated the Syrian-Iranian-North Korean connection. The Syrian reactor was designed to produce nuclear fuel for the Iranian program and radioactive weapons for Syria.
3. The late general also acted as the president’s contact man with Hizballah’s leaders. He worked directly with Imad Mughniyeh, head of Hizballah’s security apparatus, who was killed in Damascus last February.
4. His key function was the management of Assad’s personal interaction with the Syrian chief of staff, generals and heads of military intelligence. There was no state secret from the powerful general. He was to have accompanied the Syrian president on his state visit to Tehran Saturday; instead he was laid to rest in his home village of Driekesh in the north.
Damascus has done its utmost to keep the general’s death under wraps, but word has spread and theories abound: Speculation ranges from an outside hand, or a jealous rival to an internal element who felt the concentration of so much power in one hand was a threat to the regime.

The Dollar Coin Is Coming! Is It Good Or Bad For The Average American?
Recently, the federal government announced yet another revision of the dollar coin. This time, in order to entice collectors (and thus inflate circulation numbers), the coins will be issued depicting all of the presidents, starting with George Washington and followed every three months by another president. This would mean that my most desired coin, that of James K. Polk (obviously), will appear in the fall of 2009.
Gloria Eskridge, the associate director of sales and marketing for the United States Mint, says:
“This is about giving Americans a choice. There are times when a dollar coin is easier to use. Instead of carrying around a pocketful of quarters for public transportation, for instance, it’s more convenient to use the dollar coin.”
It makes a lot of financial sense for the United States Mint to switch to a dollar coin. While each coin would be more expensive to produce than a paper dollar, they would last a much longer time, meaning that the overall cost of having a dollar in circulation over a long period of time would be much lower.
The consumer, I fear, would face a pretty raw deal if a dollar coin went into mainstream acceptance. Vending machines would be much easier to access for people (for example, I often have pocket change; it’s much rarer for me to have a dollar bill) and thus frivolous small expenditures could become more prevalent. Vending machines wouldn’t require a dollar reader (one of the larger expenses on a machine) and thus would multiply, finding its way into niches not currently occupied. I noticed this in Great Britain recently, where there are far more vending machines (compared to the United States) due to the prevalence of the one pound coin. Remember, increased vending machine usage could increase taxable income for the United States government, which may be one reason why they’re trying to increase the popularity of the coin.
However, the only way to switch away from the dollar bill is to wholly replace it in transactions. This would require equipment upgrades in a lot of places: cash registers, vending machines, and so forth. Thus, the government is trying to push the transition gradually by trying different avenues of building general acceptance without simply locking out the printed dollar bill.
The paper dollar bill in the United States will go away soon enough and it won’t necessarily be a good thing for the average citizen’s finances. That’s part of the reason why I’m planning on using the dollar coin in educating my son on personal finance issues.

State wants faulty guns replaced

State prison officials want gunmaker Smith & Wesson to replace hundreds of revolvers after dozens failed to shoot and the barrels broke off of others upon firing in training exercises.
The company has witnessed the problems firsthand. Last month, three company representatives met with state prison officials at a shooting range near Smithfield to test about three dozen revolvers.
Four of the revolvers didn't fire when a state weapons instructor pulled the trigger. The cylinder that holds the ammunition jammed on two revolvers. Then, the barrel broke off as the instructor fired a different model with a longer barrel, just as 14 others had in practice shoots dating back to 2003.
"In one sense it's funny," said Chief Deputy Correction Secretary Dan Stieneke. "In another, it's alarming."
In previous tests of revolvers purchased in 2004, roughly one in four misfired. They are .38 caliber Model 64s, which have 3-inch barrels. The .357 caliber Model 65s had the problem with barrel breaks. Test fires of a third revolver, the slightly smaller Model 60, resulted in cracked or sheared barrels in four cases.
No weapons have failed in the line of duty. Stieneke said the guns will remain in service while the department tries to resolve the problems, but annual in-service training will cease until a solution is found. New hires will receive weapons training because there are enough reliable revolvers to train them.
"On the one hand, statistically [the revolvers' performance] is not bad, but it's just the safety issue," Stieneke said. "That kind of failure gets people's attention."
The weapons are assigned to probation officers who keep track of probationers with more dangerous criminal histories, and to correction officers who patrol prison perimeters and escort inmates outside the facilities. (Those correction officers often carry rifles and shotguns as well.)
Correction officers inside prisons do not carry guns because there is a much greater risk that they could fall into inmates' hands. They carry pepper spray and batons.
Correction officials have asked the company to replace the 500 Model 64s purchased in 2004. They might extend that request to replace all of the department's 5,000 revolvers.
If Smith & Wesson does not replace the guns, the department might file a lawsuit or turn to taxpayers for help. Replacing the guns, which cost about $320 each, would come to more than $1.5 million. The department also would have to replace ammunition, holsters and other accessories, and retrain its officers to use the replacement weapons.
"We're at a point where if we have to make a quick switch, it's going to cost millions of dollars, and it's going to take a lot of training and effort to get back up to speed," Stieneke said.
Smith & Wesson officials did not return repeated phone calls for comment. Based in Springfield, Mass., Smith & Wesson is one of the nation's largest gunmakers.
The company's guns have drawn criticism from other law enforcement agencies. In 2001, New Jersey canceled a purchase of about 3,200 semi-automatic pistols from Smith & Wesson for its state police because of high malfunction rates.
North Carolina prison officials have been using Smith & Wesson revolvers for at least 20 years, even as many other law enforcement agencies have switched to higher-powered, semi-automatic handguns that carry more rounds.
Stieneke said that no one noticed a troublesome trend with the revolvers until late 2004, when trainers began seeing misfires with the new batch of Model 64s. A misfire is when the trigger is pulled and nothing happens.
In March and April 2005, the trainers tested all 500 of the new batch of handguns at shooting ranges across the state. They reported misfire rates of between 11 percent and 43 percent.
In the meantime, another problem emerged: barrels dropping or flying off the Model 65s during firing. The department surveyed trainers across the state and counted up 14 cases of barrel failure in the past three years.
Both problems led to the visit by Smith & Wesson on Feb. 21.
Stieneke said the revolvers are no longer a popular item and that might be contributing to their unreliability. For example, the department has had to special order the Model 65s in recent years.
That, along with the weapon failures, has Stieneke thinking it is time to follow the rest of the law enforcement community and switch to semi-automatics.

In "The Obama Nation," a new book by Jerome Corsi, a WND staff writer, the author speculates about why Obama disclosed his drug use.
"Why Obama chose to disclose he smoked marijuana and used cocaine at all remains a mystery," Corsi writes. "Perhaps Obama felt the information would eventually come forward from his school buddies. So, to minimize the damage from this concealed fact, Obama possibly judged self-disclosure was the best route."
Obama wrote that he stopped short of shooting heroin when it was offered to him by a friend.
"I'd looked at him standing there, surrounded by big slabs of salami and roast beef, and right then an image popped into my head of an air bubble, shine and round like a pearl, rolling quietly through a vein and stopping my heart. …"

The money is being funneled to Hunter by a wealthy colleague who was closely tied to the Edwards’ campaign. This same man is also shoveling cash to Edwards’ pal and former aide Andrew Young – who tried to take the heat off the ex-Senator by claiming he is the father of Rielle’s baby.
And The ENQUIRER is also exclusively revealing that Rielle’s baby is a girl named Frances Quinn Hunter and was born at Santa Barbara Cottage Hospital.
“A super-rich pal – who was closely involved with the campaign finances – is helping John. It’s likely this man doesn’t know all the dirty details of John’s extramarital affair, but is acting out of loyalty and is not asking a lot of questions – only writing the checks,” revealed a source very close to the situation.
A year-long ENQUIRER investigation exploded spectacularly into the open on the night of July 21 when our reporters caught Edwards making a secret late-night visit to Rielle, 44, and their infant child at Los Angeles’ Beverly Hilton hotel.
Edwards, 55, was confronted by ENQUIRER reporters, but refused to answer questions and instead hid in a public men’s restroom until security escorted him off hotel grounds.
The Beverly Hilton meeting between Edwards and Rielle was pulled off with the help of Rielle’s longtime California friend Bob McGovern, who drove Rielle to the hotel from Santa Barbara, and booked two rooms under his name. Rielle and Edwards met in one of those rooms.
Edwards has refused to comment on The ENQUIRER’s account of that evening and has avoided reporters’ questions.
