Northwest 253 lands safely after failure to blow it up

The White House described as an attempted act of terrorism the presumed "firecracker" aboard the Northwest Flight 253 from Amsterdam to Detroit on Dec. 25, Christmas Day. The suspect, Abdul Farouk Abdulmutallab, 23, a Nigerian engineering student at University College London, is said to have admitted to trying to detonate an explosive powder taped to his leg with chemicals aboard the Airbus 330 which was carrying 278 passengers. The pilot alerted by a smoke alarm half an hour before Detroit and made a safe emergency landing. The Nigerian was subdued and detained immediately for questioning, reportedly admitting to links with al Qaeda. His second-degree burns were treated.

The explosive powder on his body was undetected - first when he boarded a KLM Flight 588 in Lagos, Nigeria and second, when he connected at Amsterdam to Northwest 253 destined to Detroit, US saying he was travelilng to attend a religious seminar. According to ABC, he was on a US intelligence watch list but not on the US government's no-fly list.

President Barack Obama interrupted his Hawaii vacation and ordered airline security raised across the United States. Most West European airports were placed on terror alert, especially in Britain and Germany.

Abdulmutallab may have been recruited by a al Qaeda network, which DEBKA-Net-Weekly 425 revealed on Dec. 11 to be newly established in Europe. Our counter-terror sources report that since early October, President Obama and to US security officials have been aware of the new network or cluster of cells taking shape in Europe. First detected by the German BND, it appears to be structurally similar to the Hamburg cell, which planned and executed the Sept. 11, 2001 attacks in the United States. The Germany agency also tipped off Israel to its forecast of a new wave of Islamist terror threatening the US and other parts of the world.

The information was kept within a tight circle of counter-intelligence agencies until the BND could find out more about the new jihadist network in the face of a number of obstacles:

1. The new network has recruited new faces not on Western anti-terror services books with no known links to al Qaeda members or members of their families.

2. Al Qaeda has clamped down further on its already tight secretiveness and the compartmenting of cells.

Network leaders and members - in and outside Europe, in such places as Afghanistan, Pakistan and Africa - are forbidden to communicate by telephone, whether cell or satellite, or use Internet lines such as email. Connections are maintained by a small band of secret couriers who memorize coded messages and transfer them orally at destination without understanding their content, a safeguard against betrayal in case they are captured.

3. Al Qaeda is believed to be using operatives living in Europe and leading apparently normal lives. They are multi-tasked - used for attacks, target selection and reconnaissance. If necessary, they procure weapons and explosives or even raise funds for operations.

4. The German agency is certain the new networks operate on direct orders from Osama Bin Laden, or his close circle of top lieutenants. However, since he was linked directly to an attack in September, 2001, nothing his known of his leadership style, tactics and modus operandi, which may or may not have changed in the interim years up to 2009. Then, he determined plans of operation in outline and its targets, leaving it to regional cells to fill in the details.

DEBKAfile's counter-terror sources note that despite successful US operations against al Qaeda - most recently in Yemen - the hard core of the Islamist organization remains intact, widespread and fully prepared to loose more terror against the West.

On Christmas exactly eight years ago, the British al Qaeda shoe-bomber, Richard Reid, tried and failed to blow up an American Airlines flight from Paris to Miami. Passengers wrestled him to the floor before he could detonate the explosives in his shoe.

IDF special units' hands full stemming West Bank terror upsurge

Early Saturday, Dec. 26, an Israeli special force went into the West Bank town of Nablus and killed Ghasen Abu Sharaf, Raad Sukarj and Banan Suboh, leading members of the Al Aqsa Martyrs' Brigades, the suicide-military wing of Mahmoud Abbas' Fatah. All three were implicated in the drive-by shooting murder of Rabbi Meir Avshalom Chai Thursday night (Dec. 24) as he headed for his home in Shavei Shomron on a northern West Bank highway. Two were wanted for terrorist activity and one had been amnestied by Israel against a pledge to abstain from violence.

Although the Brigades owned up to the murder, Mahmoud Abbas now accuses Israel of "a war crime," appeals for "international intervention" and threatens revenge.

Israel acted after Palestinian security forces failed to meet their obligation to catch the murderers and hand them over, for which they were given 24 hours.

Palestinian security units rounded up suspects of the rabbi's murder in Tulkarm, whereas the Israeli force struck in Nablus, indicating that Palestinian counter-terror intelligence was either faulty or deliberately misleading to give the murderers a chance to escape.

DEBKAfile's counter-terror sources report that urgent action had become necessary to stem burgeoning Palestinian violence on the West Bank and prevent it from spilling over into Israel. The three men killed in Nablus were leading lights in this comprehensive Palestinian terror conspiracy.

Abbas' refusal to talk peace with the Netanyahu government - except on his terms - has been translated to the military sphere through the vehicle of his Fatah's "military" arm.

Our military sources add that Israeli officialdom is not publicizing the mounting level of Palestinian violence in the West Bank. However, since the Netanyahu government ordered checkpoints stripped down to ease Palestinian road traffic at Washington's urging, special Israeli units find themselves fully engaged in chasing terrorist gangs to prevent them crossing the Green Line for attacks inside Israel, in view of which Israeli security services fear to relax their guard.

Our military sources add that Israeli officialdom is not publicizing the mounting level of Palestinian violence in the West Bank. Israeli forces placed the Palestinian West Bank town of Tulkarm under blockade Thursday night, Dec. 24, after Palestinian terrorists murdered Rabbi Meir Avshalom Chai, 45, father of seven, in a drive-by attack on his car close to his home in Shavei Shomron. He died of a head wound shortly after his car was hit by 10 bullets. The Fatah suicide wing, al Aqsa Brigades, claimed responsibility for the attack.

A senior IDF officer told DEBKAfile that the cooperative ties Palestinian, American and Israeli security forces and intelligence arms have developed over the past year now face their first critical test on the ground. They depend on Palestinian units in Tulkarm being willing and able to capture Rabbi Chai's murderers and hand them over to Israel. If they fail this test, Israel forces will have to go in and take up the pursuit.

This development would undo the unwritten US-Israeli-Palestinian deal, whereby Israel has removed dozens of checkpoints on West Bank roads and withdrawn its troops from Palestinian cities, because it would demonstrate that the Palestinians cannot be trusted to maintain security and law and order in the regions under their authority.

Overnight, Israel put roadblocks back on a number of northern West Bank roads in case the Fatah killers were hiding in the area of the attack between Einav and Shavei Shomron and had not reached Tulkarm.

According to an earlier report, Palestinian security forces informed the Israeli units sweeping the area that a burning car had been spotted in an olive grove of the Palestinian village of Atzira al-Shamaliya. They assumed it belonged to the terrorists and had been torched to destroy clues to their identity.

DEBKAfile's counter-terror sources report that the West Bank, Jerusalem and towns in central Israel have been on elevated terror alert for some weeks now. The state of preparedness was raised again Thursday night.

American Anwar al-Awkali preached to Ford Hood killer, 9/11 hijackers

An unnamed Yemeni official Thursday, Dec. 24 reported the death of Anwar al Awkali, imam of the mosque frequented by US. Maj. Nidal Malik Hasan, the gunman who murdered 13 US military personnel at the Ford Hood, Texas last month. Hasan is also said to have been in email correspondence with Awkali who praised him for killing Americans for more than a year.

Awkali was imam of the Dar al-Hijrah mosque, attended also by three of the 9/11 hijackers.

The Yemen state news agency claimed the same air strike killed at least 30 al Qaeda fighters at a meeting Thursday in the eastern province of Shabwa to plan revenge for the Yemen government's Dec. 17 raids in the capital Sanaa and the southern province of Abyan, in which 34 jihadis were killed and 17 arrested.

DEBKAfile's counter-terror sources advise caution in accepting both Yemen reports before they are reliably confirmed. The raids last week later have been attributed not to the Yemeni air force as claimed but more likely a US seaborne strike either by drone or cruise missile. The White House did not deny reports that those strikes were ordered by President Barack Obama in person.

If cruise missiles were used, it would be the first time since the US invasion of Iraq in 2003. .

Our military sources add that the Yemeni authorities are highlighting successes, real or inflated, against al Qaeda to divert attention from their serious reverses in the campaign to quell the Iran-backed Houthi separatist rebellion in the North, notwithstanding Saudi military intervention, US assistance and, as DEBKAfile now reports, the recent arrival of a Moroccan commando unit.

Egypt, Saudis secretly draft Palestinian statehood motion for Security Council

DEBKAfile's Middle East sources report that Egypt, Saudi Arabia, the Gulf emirates and the Palestinian Authority are secretly drafting a UN Security Council motion granting Palestinian statehood within the pre-1967 war borders of the West Bank and Gaza Strip with Jerusalem its capital. This group is working under tight wraps, using diversionary tactics, to keep the US and Israel from discovering their scheme. Libya, or if it is elected to the Security Council, Lebanon will table the motion.

Saudi King Abdullah, President Hosni Mubarak and Mahmoud Abbas have decided that if the US vetoes their resolution, Abbas will resign down finally as chairman of the Palestinian Authority and his place will not be taken by any member of his administration. Abbas keeps on saying his decision to resign is irrevocable with this development in mind and the dilemma it will pose Washington and Jerusalem: According to the Palestinian constitution, the Speaker of the Palestinian legislature, Dr. Abdel Aziz Duaik, of Hamas, fills the absent chair.

However, according to our sources, the three Arab leaders are banking on the US being constrained from voting against the motion by president Barack Obama's avowed support for Palestinian statehood - albeit omitting to predetermine its borders. The Americans may simply abstain, leaving 10-12 Security Council members out of 15 to carry the resolution. Abdullah, Mubarak and Abbas are counting on their resolution

carrying the same huge impact as the Nov. 27, 1947 UN vote approving the establishment of two states in partitioned Palestine. They believe it will put an end once and for all to discussions on the future borders of a Palestinian state; any Israeli presence across the 1967 boundaries, civilian or military, will be illegal and in clear breach of an explicit Security Council resolution.

This move has sent Abbas on extensive travels in recent months with frequent side-trips to Riyadh and Cairo. It was also discussed during Mubarak's visits to the Gulf this week.

The Palestinian leader, our sources report, has secured endorsement pledges from Russia, China, France and Britain, as well as the African, South American and Asian representatives on the Security Council.

According to DEBKAfile's Jerusalem sources, the Netanyahu government shows no signs of anticipating this hostile diplomatic gambit and the foreign ministry does not appear it is ready to pre-empt it or fight back.

Top US soldier: We must be ready for force option against Iran

In the plainest authoritative US statement yet about military force against Iran, Adm. Mike Mullen, Chairman of the US Joint Chiefs of Staff said: "My belief remains that political means are the best tools to attain regional security and that military force will have limited results. However, should the president call for military options, we must have them ready. He said this on Monday, Dec. 21in his annual assessment of the nation's risks and priorities for 2010.

Tehran shows no signs of backing down in the standoff over what is widely believed to be its drive for a nuclear bomb, said the US armed forces chief.

Adm. Mullen added: "Most critically Iran's internal unrest, unpredictable leadership and sponsorship of terrorism make it a regional and global concern, heightened by its determined pursuit of nuclear weapons.

DEBKAfile's Washington sources note that this is the first time any high-ranking American has put the military option squarely on the table. He has done so at the very moment that President Barack Obama's first deadline for Iran to level on its nuclear operations is running out.

Mullen said nothing about what kind of military force he wants at hand, but any attack would presumably be conducted by air.

Sunday, Adm. Mullen said he was worried about Iran's intentions and said the clock is running on Obama's offer of engagement.

Also Monday, the Washington Center for Strategic and International Studies ran an assessment by the commentator Anthony H. Cordesman on America's options against Iran as "a nuclear weapons power." He wrote: Iran's steadily advancing capabilities for asymmetric (DEBKA: WMD including chemical and biological weapons) and proxy warfare still leave it vulnerable to US conventional forces and devastating precision attacks on its military and economic assets.

Iran Sends Message to Iraq—and U.S.

What’s behind Iran’s seizure of an Iraqi oil field?

If anyone thought Iran would start treading carefully with international pressure on it growing, they were proven wrong—yet again—last week when Iranian troops occupied an Iraqi oil well.

A group of Islamic Revolutionary Guard Corps troops took over an oil well in the Fakka oil field, located in a remote region along the Iran-Iraq border, on December 18. The oil field is one of Iraq’s largest, with about 1.5 billion barrels of oil in reserves. The Iranians claim the well belongs to them.

The incident prompted an emergency meeting of Iraq’s national security council and high-level diplomatic talks between the two countries, though some Sunnis criticized the Shiite-led government for “a feeble response to the standoff” (Reuters, December 20).

The Iranian troops have reportedly since withdrawn, but it is evident the move was more to make a point than for any immediate practical purpose.

Analysts believe the incursion was designed to remind Iraq of the economic and political pull of its neighbor. While it’s not the first incident of its kind, its timing makes it particularly noteworthy.

Since the U.S. invasion of Iraq, Iran has extended its operations inside Iraq and now wields heavy influence over its neighbor socially, economically, religiously and politically. With Iraqi parliamentary elections coming up on March 7, Tehran is particularly interested in cementing its own political influence at this time.

Back in August, Iran was instrumental in creating a new Iraqi political alliance, led by the Islamic Supreme Council of Iraq (isci), and including other Iranian-backed Shiite groups. Iraqi Prime Minister Nouri al-Maliki, however, has refused to join the coalition, the Iraqi National Alliance, and has instead formed an independent political coalition, known as the State of Law. Iranian Stratfor sources report that Tehran is displeased with Maliki’s refusal to join the Iranian-backed coalition. “It appears that Iran is strong-arming al-Maliki and his political allies into rejecting U.S. backing and falling within Tehran’s political orbit” (December 19).

Perhaps Iran’s move has already had results. Stratfor reports that the day after the border flare-up, the political adviser to the isci based in Tehran apparently told Iran’s Fars News Agency that the State of the Law will form a national front with the isci following the March elections “to defend the Iraqi nation’s rights.” If this is true, Iran will have the elections in the bag. The United States is losing—or has already lost—the political battle for Iraq.

“The line in the sand has now been drawn, and pressure is piling on al-Maliki to define his political loyalties,” writes Stratfor. “If he gives in to Iranian pressure, Iran will have succeeded in showcasing its upper hand in Iraq” (ibid.).

But perhaps most of all, Tehran’s incursion into southern Iraq was intended to send a message to the U.S. and Israel.

Stratfor reported on Saturday that it had received “multiple reports from well-placed and high-ranking Iranian sources in the last 24 hours that have indicated that the Iranian incursion into southern Iraq was a deliberate warning to the United States ahead of the upcoming P-5+1 (the five permanent members of the UN Security Council plus Germany) conference call very tentatively slated for December 22.”

Iran is seeking to avoid U.S.-led gasoline sanctions—and military action. By seizing the Iraqi oil field, Iran has signaled how its response to any military attack would “endanger the stability of Iraq and complicate the U.S. timetable for withdrawing from the country” (ibid.). More than that, by its preemptive move, Tehran sought to make the point that the timing of any action would not necessarily be up to the U.S. or Israel. Iran’s move on the oil well caught the world’s attention and drove up oil prices. Stratfor reports (December 21):

The event eventually died down, and the Iranians went out of their way to minimize its importance. But two points nevertheless were made. The first was that Iran might not wait for Washington to consider all possible scenarios. The second was that the Iranians know how to raise oil prices. And with that lesson, they reminded the Americans that the Iranians have a degree of control over the economic recovery in the United States.

Tehran, in other words, is trying to put pressure on the U.S. to back down—to accept it as a nuclear power, or else be prepared for consequences. Its action last week was designed to demonstrate that it isn’t about to back down itself.

Whatever the immediate outcome, Iran has once again demonstrated its willingness and ability to complicate things for America in the Middle East if it does not get its way. On Sunday, Stratfor reported:

At this point, Iran is not under any real pressure to compromise because it believes that any sanctions regime will be ineffective unless Russia is ready to support it (and Tehran believes that Moscow is not). In addition, Iran believes that the costs of war are too high for the United States, and that were military action to take place, it would not significantly harm the regime. If anything, an attack by the United States or Israel could help rally domestic support, and further undermine the position of the opposition.

Iran’s action in southern Iraq is just the latest example of Iran’s persistently pushy foreign policy. Obama gives Iran another year's grace for nuclear dialogue

US president Barack Obama's tough talk of sanctions has melted into soft soap for luring Iran into further dialogue. Adopting the reverse tactic, Iranian president Mahmoud Ahmadinejad sounds almost reasonable for a change, even as Tehran pushes its revolutionary goals as pugnaciously as ever.

DEBKAfile's Washington sources disclose Saturday, Dec. 19 that official US warnings that Washington's patience is running out and tough sanctions are imminent are no more than a smokescreen for three major steps embarked on by the Obama administration in the last four days for dragging out sanctions and setting back military action against Iran's nuclear facilities.

Israeli prime minister Binyamin Netanyahu gave the US president another six months for diplomacy without the threat of military action when they met at the White House November 9. The first six months' grace runs out at the end of Dec. 2009. The second ends in mid-2010. Netanyahu was backed up by defense minister Ehud Barak who said Monday, Dec. 14: "There is still time for diplomatic action to stop Iran.”

Using the respite, our sources report that the US president offered three inducements for tempting Tehran to call off its military program:

1. Whereas Tuesday, Dec. 15, Congress approved penalties for firms selling Iran gasoline and the insurance companies underwriting its sale, the following day, the influential senator John Kerry announced through his spokesman Frederic Jones that the Foreign Relations Committee, which he heads, "needs time to consider the bill."

2. Friday, Dec. 17, Pentagon spokeswoman Tara Rigler announced a six-month delay in deploying the precision-guided, 30,000-pound Massive Ordnance Penetrator or "bunker buster" bomb (developed specifically for the nuclear facilities Iran and North Korea have sunk deep under ground).

"Funding delays and enhancements to the planned test schedule have pushed the capability availability date to Dec. 2010," she announced.

Only five months ago, in August, the US Air Force announced that the 15-ton bomb for delivery by B-2 stealth bombers had been funded and would be ready for service in July 2010.

Washington is thus offering Tehran another six months to play with, free of threat of sanctions and safe from the bombardment of its subterranean nuclear facilities.

3. Over the weekend beginning Friday, Dec. 18, Israeli newspaper correspondents briefed by administration officials ran stories denigrating Mossad director Meir Dagan as the only Israeli official hold-out on the need to attack Iran. He is presented as being in the grip of a fixation detrimental to his handling of other key issues. One editorial advised the Israeli government to learn to live with a nuclear-armed Iran.

But the Obama administration's lures had at least one result: Iranian president Mahmoud Ahmadinejad, speaking from the Copenhagen climate conference, said:

"Everything is possible, 400 kilos, 800 kilos, it's nothing," for enrichment abroad, "but not in a climate where they threaten us. From the outset, delivery of 1,200 kilos of uranium was not a problem for us, but if they believe they can wave a stick to threaten us, those days are over. They have to change their vocabulary to respect and legality."

While preaching to others about sticks, the Iranian president must have thought the big sticks Tehran waved in the last four days alone were invisible.

Wednesday, Dec. 12, Tehran launched an improved Sejil 2 missile which DEBKAfile's military sources confirm is capable of penetrating US and Israeli anti-missile defense shields and defying their interceptors, although US and Israeli sources were at pains to play down its capabilities. Those sources report that Sejil-2 is loaded with electronic chips used as decoys to mislead the electronic systems of the Israeli Arrow 2 and the US Patriot, Aegis and THAAD anti-missile missile systems.

Only last week, furthermore, Tehran signed a new military pact with Syria, roping in the Lebanese Hizballah and Palestinian Hamas as second-strike wielders; Wednesday, the "Iranian Cyber Army" hacked into Twitter and filled its home page with anti-US slogans; for most of December, Iran-backed Yemeni rebels have kept Saudi and government forces on the run and, Friday, Iranian soldiers seized control of an Iraqi oil well in a disputed border region.

All the same, Obama's beckoning gestures and Ahmadinejad's smooth response indicate a fresh round of talks will be explored between the 5P+1 bloc (five Security Council permanent members plus Germany) and Iran before sanctions are broached or either the US or Israel resort to military action against Iran's nuclear facilities.

This means that Washington's determined ultimatum to Iran to comply with its international obligations by the end of 2009 has been extended by a whole year - an extra six months granted by Israeli up to June 2010 and another six months which President Obama tagged on himself in order to further delay an Israeli attack on Iran.

By then, it will all be over: Tehran will have attained a nuclear weapon plus the means of delivery.

Saturday, an Iranian military spokesman declared: "Our forces are on our own soil, and based on the known international borders this well belongs to Iran."

It is not hard to imagine how Tehran will comport itself once it has "the bomb."

A Letter to Secretary of Defense Gates Re.: Lectures on Islam at Fort Hood

Dear Secretary Gates:

It has come to our attention that the Department of Defense has invited Louay Safi, a top official at the Islamic Society of North America (ISNA), to give lectures on Islam to our troops at Fort Hood. If this is indeed true, we respectfully request that you end this practice.

According to the Justice Department, ISNA is a prominent member of the Muslim Brotherhood, an organization with a network of known and suspected Islamic terrorist organizations spread throughout the world. The Brotherhood and its partner organizations regularly espouse violent jihad and anti-Semitism.

More specifically, ISNA was identified by the Justice Department at the successful Holy Land Foundation terrorism financing conspiracy trial as an unindicted co-conspirator. Literature distributed by ISNA at its annual convention in Washington in July featured books and pamphlets portraying prosecution of terrorist and terror-supporters as “anti-Muslim bigotry;” revisionist history that denied Arab and Palestinian terrorist attacks against Israel; and anti-Semitic tracts.

Safi himself has been connected to an entity called the “Safa Group.” Search warrants executed in 2002 were supported by an affidavit alleging its involvement in moving large sums of money to terrorist fronts. He was also caught on a 1995 FBI wiretap of Sami al-Arian. Safi was concerned that an executive order, issued by President Clinton prohibiting financial transactions with terrorist organizations, would negatively affect al-Arian. In April 2006, al-Arian pled guilty to a charge of conspiring to provide services to the Palestinian Islamic Jihad – a specially designated terrorist organization.

The Muslim Brotherhood is dedicated in its own words to “a kind of grand Jihad in eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands.” What better way to carry out its plans to “sabotage” our efforts than to have one of its own invited to lecture on Islam to the very troops called to defend this country against those the Brotherhood supports. We ask that you immediately stop any lecturing by Louay Safi or ISNA affiliated speakers.
