Obama may meet Assad in Istanbul to dramatize outreach to Muslims

Turkish prime minister Recip Tayyep Edrogan is leaning hard on the White House for US president Barack Obama to meet Syrian president Bashar Assad. Edrogan says this will dramatize the address Obama plans to deliver from Istanbul on April 7 extending America's hand of peace to Muslims worldwide. It will also telegraph a strong message to the new Netanyah-Barak-Lieberman government that the Obama administration wants Israel to go back to the Turkish-mediated peace talks with Syria begun by Ehud Olmert – this time with active US involvement.
According to DEBKAfile's Washington sources, which report this exclusively, the White House has neither accepted nor rejected the Turkish premier's initiative, but time for a negative is shrinking.
Obama's outreach to the Muslim world speech will be delivered the day before the start of Jewish Passover festival. Turkish premier maintains that Obama must underscore his message to the Muslim world with actions not just words; a meeting with the Syrian ruler would show he is in earnest.
While the US president's movements in the Turkish city are undisclosed for reasons of security, DEBKAfile's sources report that he has scheduled an appearance at the second forum of the Alliance of Civilizations in the first week of April in Istanbul. He will be joined on the platform by Erdogan, UN secretary Ban ki-moon, Spanish prime minister Louis Rodriguez Zapatero and one or two influential Muslim clerical figures.
To lend wings to Obama's outreach to the Muslims, White House circles Monday, March 30, leaked word that his team took a hand in persuading Israel to accept a ceasefire which cut short its anti-Hamas operation in Gaza in January. The radical Islamist terrorists had to be spared from total defeat by Israel and their leaders from capture otherwise Assad, as their backer, would be restrained from resuming peace talks with Israel for some time.
The ceasefire gave Assad enough political room to continue the negotiations without losing credibility in the Arab world.
Seymour Hersh of The New Yorker wrote in its coming issue: A major change in American policy toward Syria is clearly under way.
“The return of the Golan Heights is part of a broader strategy for peace in the Middle East that includes countering Iran’s influence… Syria is a strategic linchpin for dealing with Iran and the Palestinian issue."
According to this report, Cheney began getting messages from the Israelis about pressure from Obama when he was still President-elect. Cheney portrayed Obama to the Israelis as a “pro-Palestinian,” who would not support their efforts.

At least 20 killed in large-scale al Qaeda-Taliban raid on Pakistan police academy in Lahore

Pakistan police academy seized with hostages
At least 10 attackers, firing grenades and machine guns, seized the building holding between 400 and 500 police cadets hostage. Some disguised in police uniforms, they stormed the Pakistani police academy in Lahore early Monday, March 30, killing some 20 people and injuring dozens, some of whom were trapped inside the building. At least 90 were admitted to hospitals. "Jihadi and foreign elements" were blamed by Pakistani spokesman in the first stage of the episode, another shock to the Islamabad government's stability.
Pakistani paramilitary and police surrounding the building managed to capture one of the attackers in an exchange of fire, after which a huge explosion rocked the building, presumably from the academy's ammunition store which had been seized.
DEBKAfile's counter-terror sources report: The police academy attack continued the series launched in Mumbai in Nov. 2008 which demonstrated the Islamist terrorists' new modus operandi. Using US Seal-type special assault teams they go for their second front - urban areas well back from the primary battlefields where Pakistani and US-led NATO troops are engaging Taliban and al Qaeda forces.
The Lahore attack Monday from for or five directions resembled the commando-style raid in the same city of three weeks ago, when 14 gunmen, most wearing backpacks containing weapons and explosives, attacked the Sri Lanka cricket team, killing 8 Pakistani police officers.
They all escaped and none has been arrested since although the city has been on high terror alert ever since.
In Mumbai, the same class of well-trained, well-equipped commando-style terrorists killed 169 people. This mode of operation is easily transposed to a typical European city.
Our sources point out that a large terrorist team struck the police academy the day after President Asif Ali Zardari pledged to devote all of Pakistan's resources to fighting terror, and three days after US president Barack Obama unveiled a new US strategy for Afghanistan, vowing to defeat al Qaeda an Taliban. He said America's annual aid allocation to Pakistan of $1.5 bn was contingent on Islamabad fighting terror.
Al Qaeda, Taliban and other jihadi organizations pressed into the current terrorist campaign in South Asia, such as Lashkar e-Taibe, are moving forward in full cry, steps ahead of the forces dedicated to fighting them.

An ammunition manufacturer and a non-profit group are teaming up in a unique venture to help address both the short supply of commercial ammo and the need to alert Americans about the threat of radical Islam.

It is inevitable that there will be blood on the carpet following the coming clash between the staunchly regulationist stance of the Franco-German bloc and the print-more-money/loan-more-money economics of the Obama administration at the G-20 conference this week. Yet, as the more clever pundits predicted, it is foreign policy that will eventually overwhelm the greenhorn U.S. administration, and that is the very area where this administration appears so inept, perhaps even more so than with finance and economics.
Voices in Germany have made it plain that they are intent on taking full advantage of America’s weakness while it flounders in its current political and economic morass. Two initiatives of the German government are worthy of note in this respect: Germany’s continuing aggressive Balkans policy, and its determination to replace the United States with Russia as its key foreign-policy partner.
Once again, it is from the razor-sharp analysis of the team at German-Foreign-Policy.com that we extract the following startling facts regarding Germany’s rapidly developing anti-West foreign-policy initiatives. Take note.
Balkans Endgame
“Ten years after the nato illegal attack on the sovereign state of Yugoslavia [Germany having spent nearly 20 years stirring insurrection among Croats, Kosovo Albanians and Bosnian Muslims against the Serbs] Berlin is still applying pressure for more secession from Belgrade. While the Germans believe Kosovo is now a sovereign state [despite the chaos, criminality and a minority of world states recognizing it] and finally out of Serb influence, ‘Folk Group,’ or ethnic activists, are driving the Vojvodina [on the Serb border with Hungary] to demands for far-reaching ‘special rights.’
“They are predictably being supported by the fuev [Federal Union of European Ethnic Groups], an organization founded by Nazis and today funded by the German state.
“The weakening of Belgrade which these separatists seek is a long-running cause of the German political class in its expansion in Southeast Europe. Imperial German geopolitical thinking of the early 20th century saw Serbia as the bolt which locked the door to German access to the Black Sea and the Middle East. The re-creation of Yugoslavia at the end of both world wars, which was approved by the victorious Allies to block German expansion, is now called a ‘forced birth’ in the German press—precisely recalling the attitudes of the opponents of the Treaty of Versailles between the wars.
“The long-standing conflict over the Serb province of Vojvodina is intensifying with a proposed ‘Autonomy Law,’ which would give further special rights well beyond the existing autonomy regulations and which have hitherto been rejected by the Serb government in Belgrade because they would naturally tend towards break up. Needless to say, the European Commission [a consistent enemy of Serbia and a friend to the strongly fascist elements in Croatia, Kosovo and Bosnia] is exerting pressure to pass the law.
“The Hungarian minority (about one seventh of the population), having for a long time demanded secession and incorporation into Hungary, now wants ethnically defined special rights. They are organized under the banner of ‘The association of Vojvodina Hungary,’ which together with a second minority group, the “Democratic League of Croats in Vojvodina,” are part of the German-based fuev, which has in recent years organized conferences and negotiations with the regional political establishment in the town of Subotica.
“Starting with the illegal recognition of Croatia [which immediately described itself as an ethnically pure state in which Serbs were not welcome] and Slovenia and having reached with their recognition of Kosovo a new high point in their destruction of Yugoslavia, Germany is now plotting to aid the Hungarian and Croat minorities in Vojvodina” (March 24).
German-Russian Alliance
The same source reports, “In the prelude to nato’s jubilee summit, influential German foreign-policy makers are reinforcing their demands for stronger cooperation with Moscow. The EU must seek ‘new forms of cooperation with Russia,’ declared the Berlin government adviser Alexander Rahr. This is not only in regards to the approach to Afghanistan and Iran, but also for dealing with the Arab nations. Moscow’s influence in the region could [be] used ‘to help forward Western interests.’ Rahr is the ‘Russia-Eurasia program director’ in the German Council on Foreign Relations (dgap) research institute and is one of the most prominent proponents of German-Russian cooperation. At the beginning of the year, he had already made a plea for a debate on whether ‘Russia—perhaps alongside the usa—could not become a second European security pillar.’ ‘Or will the development go more in the direction of EU-Europe soon becoming the eastern part of the United States …?’ Rahr asks in a text appearing in the journal Eurasisches Magazin.
“Berlin had begun discussing closer cooperation with Moscow even before the Russian President Dmitry Medvedev, last summer, made a plea for a new ‘pan-European system of security.’ According to this plan, all nations ‘from Vancouver to Vladivostok’ should, with a binding treaty, found a common ‘security system.’ ‘Europe is in need of a new system of security,’ confirmed Sergei Karaganov, president of the Council for Foreign and Defense Policy in Moscow, at the dgap in the beginning of March. From Karaganov’s speech, it seems that the planned treaty should replace nato. This implies that Russia would help Germany extract itself from the U.S.-dominated war alliance and entice it with the prospect of rising to parity with the United States” (March 18).
Both the G-20 and the nato summits are going to stretch the Obama advisers to their limit. On each score, the U.S. administration is outwitted and outgunned significantly by hard-boiled European technocrats before it even hits London on April 2 for this week’s G-20 conference and Strasbourg/Kehl for the nato summit that follows on April 3 and 4.
Watch for the U.S. to emerge bruised and battered, and significantly weakened politically, from the high drama in London and Europe this week. April 2 to 4 could prove a dramatic turning point in the continuing rise of a German-led Europe to ultimate global dominance and the continuing descent of U.S. global influence to that of a second-rate power.
