A California attorney lobbying the U.S. Supreme Court for a review of Barack Obama's qualifications to be president confronted the chief justice yesterday with legal briefs and a WND petition bearing names of over 325,000 people asking the court to rule on whether or not the sitting president fulfills the Constitution's "natural-born citizen" clause.
According to Orly Taitz, the attorney who confronted Chief Justice John Roberts at a lecture at the University of Idaho, the judge promised before the gathered crowd that he would, indeed, read and review the briefs and petition.
"I addressed him in front of 800 people in the audience," Taitz told WND, "including university officials, the president of the Idaho State Bar and the chief justice of the Supreme Court of Idaho, and in front of all them, [Roberts] promised to read my papers."
Roberts was lecturing on Abraham Lincoln to approximately 1,200 attendees of the annual Bellwood Memorial Lecture Series at the Moscow, Idaho, university. Roberts has been chief justice of the Supreme Court since his nomination by President George W. Bush and subsequent confirmation in 2005.
Earlier in the week, Taitz confronted Supreme Court Justice Antonin Scalia, who told her the issue of Obama's eligibility, which has been raised before the Supreme Court at least four times but has yet to be given a single hearing, still lacked the votes of the required four justices in conference before it would be officially heard.
Taitz said, "I told Scalia that I was an attorney that filed Lightfoot v. Bowen that Chief Justice Roberts distributed for conference on Jan. 23 and now I represent nine state reps and 120 military officers, many of them high ranked, and I want to know if they will hear Quo Warranto and if they would hear it on original jurisdiction, if I bring Hawaii as an additional defendant to unseal the records and ascertain Obama's legitimacy for presidency."
The legal phrase Quo Warranto essentially means an explanation is being demanded for what authority Obama is using to act as president. An online constitutional resource says Quo Warranto "affords the only judicial remedy for violations of the Constitution by public officials and agents."
"Tell me what to do, what can I do?" Taitz reports asking Scalia. "Those soldiers [her plaintiffs] can be court-martialed for asking a legitimate question, who is the president, is he legitimate?"
She says Scalia responded, "Bring the case, I'll hear it, I don't know about others."
In Idaho, Taitz obtained the promise of one of the others, the chief justice, that he would read through the eligibility challenge, including the petition brought by WND readers.

French nuclear giant offers stake to Arab interests
France has injected fresh momentum into the Middle East nuclear race by inviting Gulf nations to take a minority stake in the French nuclear giant Areva (CEPFi.PA), DEBKAfile's military sources report.
After a meeting with French president Nicolas Sarkozy Friday, March 13, the emir of Kuwait, Sheikh Jaber Moubarak Al-Hamad Al-Sabah, said the two leaders discussed the possible purchase of French military materiel and the issue of energy and nuclear reactors. He also referred to Kuwait and other Gulf countries taking a one-to-five percent stake in the world's biggest builder of nuclear reactors.
Paris has a separate deal with Egypt.
The cash-strapped Areva is 90-percent state-owned. Investment from partners in the United Arab Emirates and Saudi Arabia could also help Areva strengthen its standing in a region that is interested in developing nuclear energy
Areva is the only nuclear concern dealing with all aspects of nuclear energy production - from uranium mining and its enrichment to the recycling nuclear waste. The US is represented on its board of directors by AREVA Inc.
The Bush administration signed contracts for building nuclear power-generating industries with Saudi Arabia (Dec. 2, 2008) and the United Arab Emirates (Jan. 15, 2009). Our Middle East sources report that the proposed Arab stake in the French corporation came up in US president Barack Obama's conversation with Saudi King Abdullah Friday ahead of OPEC's weekend conference. He presumably asked how the French connection fitted in with these contracts.
DEBKAfile: Potential Gulf involvement in the French nuclear industry has four key aspects:
1. A one-to-five percent stake may only be the starter for more substantial control.
2. Paris is ready to open its international nuclear establishment for Arab interests to come in by the front door.
3. The Gulf states can be expected to use this access to win a dominant role in the world's two leading energy markets – oil and nuclear power.
4. They can also use their access to advanced nuclear technology for creating the infrastructure for developing a military nuclear industry to rival Iran's. According to DEBKAfile's military sources, Saudi Arabia's weapons program is already a lot more advanced that officially admitted.
Right after Washington signed its nuclear contracts with Saudi Arabia and the UAR, an official in region remarked: "The clear message to Iran is: If Tehran insists on pursuing its nuclear program, we the Arab countries in the region are going to have one, too although without enrichment."

A California court has ruled that apparently anyone can run for president on the California ballot – whether or not they are eligible under the Constitution of the United States.
"Secretary of State Debra Bowen contends that there is no basis for mandamus relief because the Secretary of State has no 'ministerial duty' to demand detailed proof of citizenship from presidential candidates," said Judge Michael P. Kenny. "The court finds this argument persuasive."
His opinion threw out a case raising questions over President Barack Obama's eligibility that had been brought by Gary Kreep of the United States Justice Foundation on behalf of Ambassador Alan Keyes, a 2008 presidential candidate, and others.
That even though, as WND has reported, California in the past has exercised the authority to determine whether presidential candidates are qualified, and remove them from the ballot if they are not.

Representative files law requiring candidates show birth certificate

A freshman representative has introduced a bill to the U.S. Congress that would require presidential candidates to provide a birth certificate and other documents to prove their eligibility to occupy the Oval Office.
Rep. Bill Posey, R-Fla., filed H.R. 1503, an amendment to the Federal Election Campaign Act of 1971, which increased required campaign fund disclosure and was later amended to establish the Federal Elections Commission.
According to the Library of Congress' bill-tracking website, H.R. 1503 would "require the principal campaign committee of a candidate for election to the office of president to include with the committee's statement of organization a copy of the candidate's birth certificate, together with such other documentation as may be necessary to establish that the candidate meets the qualifications for eligibility to the Office of President under the Constitution."

Four months after the election of President Barack Obama, firearms and ammunition sales in Tulsa remain at a fever pitch.
Popular self-protection ammunition is often sold out at local stores, weapons are flying off shelves and the state reports an 87 percent increase in concealed carry permit applications for February 2008 over February 2009.
"People are hoarding. They're creating a shortage," Jim Prall at Sports World on 41st Street said of ammunition sales. "We've sold more ammunition in the last three months than we sold last year."
Gun sales spiked in November with the election of Barack Obama and Democrats adding to their majority in Congress. But local gun dealers say the spike is turning into a steady climb with political worries about gun rights as well as worries about the economy and potential for increased crime.
Prall said his store planned ahead for the increase, having seen a similar spike after Bill Clinton was elected, but the previous jump in sales pales in comparison to what's happening now.

Americans gave millions of dollars in the past year to veterans charities
designed to help troops wounded in Iraq and Afghanistan, but several of
the groups spent relatively little money on the wounded, according to a
leading watchdog organization and federal tax filings.

in a report. One group passed along 1 cent for every dollar raised, the
report says. Another paid its founder and his wife a combined $540,000
in compensation and benefits last year, a Washington Post analysis of tax

Purple Heart Service Foundation, based in Annandale, said the cost of
fundraising limits how much his group can spend on charitable causes.
'Do you have any idea how much money it costs to advertise? It's
unbelievable the amount of money it takes to advertise in the print and
electronic media,' he said. 'I'm very proud of what we do, and we certainly
do look after everybody.. The point is we do the right thing by veterans.'
Borochoff said many veterans charities are 'woefully inefficient, ' spending
large sums on costly direct-mail advertising. 'They over solicit. They
love to send out a lot of trinkets and stickers and greeting cards and flags
and things that waste a lot of money that they get little return on,'
said Borochoff, who plans to testify before Congress today.

last year and spent about one-third of that money on charitable work, the
philanthropy institute said.
In its tax filings, Help Hospitalized Veterans reported paying more than
$4 million to direct-mail fundraising consultants. The group also has run
television advertisements featuring actor Sam Waterston, game show host
Pat Sajak and other celebrities.
Bennett Weiner, chief operating officer of the Better Business Bureau, said
the agency has 20 standards for reviewing charities, including that a
charity's
fundraising and overhead costs not exceed 35 percent of total contributions.
The American Institute of Philanthropy, a leading charity watchdog, issued
a report card this month for 29 veterans and military charities. Letter
grades
were based largely on the charities' fundraising costs and the percentage of
money raised that was spent on charitable activities. The charities that
received failing grades are in bold type.

Half of Americans Are Two Paychecks Away from Hardship
The eroding labor market is expected to trigger additional pain for banks as job losses undercut consumers' ability to make their mortgage payments.
With unemployment on the march, Julia Rodgers, a mortgage advisor with the National Community Reinvestment Coalition, told me last week that homeowners should have at least three months of mortgage payments saved up to protect themselves from a job loss. But a recent study by MetLife indicates that consumers don't have nearly enough of a financial cushion to keep them afloat should a job loss occur.

Wireless Taser: Whole New Kind of Weapon

After only two months in office, President Obama may have fallen short on a number of his campaign promises.
As a candidate, he promised to allow public comment before signing bills, eliminate capital gains taxes for small businesses, provide tax credits to businesses for hiring new employees, allow Americans to withdraw funds from 401(k) and retirement accounts without penalties, ban lobbyists from serving in his administration, reform earmarks, bring all combat troops home from Iraq in 16 months, sign the "Freedom of Choice Act," give Americans $4,000 in credits for college and run a "transparent" administration.
However, after giving his word to the American people on so many issues, Obama has yet to fulfill many commitments.
WND has compiled the following extensive list of those abandoned promises:
Broken promise No. 1: 'Sunlight Before Signing'
When Obama campaigned for the Democratic presidential nomination in Manchester, N.H., on June 22, 2007, he announced his "Sunlight Before Signing" promise.
"When there is a bill that ends up on my desk as the president, you the public will have five days to look online and find out what's in it before I sign it," he said.
He repeated that promise on his campaign website:
"Too often bills are rushed through Congress and to the president before the public has the opportunity to review them. As president, Obama will not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days."
However, Obama signed his first bill, the Lilly Ledbetter Fair Pay Restoration Act, on Jan. 20 – only two days after its passage.
He signed a second bill expanding the State Children's Health Insurance Program just three hours after Congress passed it.
Again, on Feb. 17, Obama signed his 1,000-page $787 billion stimulus aimed at jolting the declining U.S. economy. He did so only one business day after it passed through Congress – without allowing for five days of public comment.
Broken promise No. 2: Capital gains tax elimination

According to his comprehensive tax plan released during his campaign, Obama promised to "eliminate capital gains taxes for small businesses."
Just weeks prior to the election, Obama advisers Austan Goolsbee and Jason Furman told the Wall Street Journal that Obama planned tax cuts that included "the elimination of capital gains taxes for small businesses and start-ups."
People who invest in small businesses have only been allowed to exclude 50 percent of that gain from capital gains taxes. While Obama's $787 billion economic-stimulus package reduces that tax liability – raising the exclusion to 75 percent – it does not eliminate it.
Broken promise No. 3: New American jobs tax credit
During his transition, Obama's promised to provide a $3,000 refundable tax credit to existing businesses for every additional full-time U.S. employee hired in 2009 and 2010.
"If a company that currently has 10 U.S. employees increases its domestic full time employment to 20 employees, this company would get a $30,000 tax credit – enough to offset the entire added payroll tax costs to the company for the first $50,000 of income for the new employees," the transition website stated. "The tax credit will benefit all companies creating net new jobs, even those struggling to make a profit."
Obama's promise was never included in the stimulus package.
Broken promise No. 4: Hiatus on 401(k) penalties
Many unemployed and financially strapped Americans have considered early withdrawals on 401(k) and retirement accounts to survive the current recession. However, the IRS imposes strict penalties of up to 10 percent plus federal, state and local income taxes on such advances.
Workers who have taken $10,000 in early withdrawals from retirement plans have lost as much as 40 percent to taxes and penalties, depending upon tax brackets.
In October 2008, Obama released his "Rescue Plan for the Middle-Class" in which he promised to allow financially distressed Americans to withdraw up to $10,000 from their 401(k) accounts and retirement savings without having to pay penalties. They would only pay income taxes on the amount.
"Since so many Americans will be struggling to pay the bills over the next year, I propose that we allow every family to withdraw up to 15% from their IRA or 401(k) – up to a maximum of $10,000 – without any fine or penalty throughout 2009," Obama said. "This will help families get through this crisis without being forced to make painful choices like selling their homes or not sending their kids to college."
However, Obama's promise was never included in his recent stimulus package.

A revolutionary mobile phone battery that recharges in 10 seconds instead of several hours has been created by scientists.
The new device charges 100 times as fast as a conventional battery and could also be used in phones, laptops, iPods and digital cameras within just two or three years, they say.
The same technology could even allow an electric car to be charged up in the same time that it takes to fill a conventional car with petrol - removing one of the biggest obstacles to green, clean motoring.
The quick-charge battery is the brainchild of engineers at the Massachusetts Institute of Technology.
The MIT team say their invention uses materials already available to battery manufacturers and would be simple to mass produce.
The invention is based on conventional lithium ion rechargeable batteries found in most cameras, phones and portable computers.
Lithium ion batteries are used in portable gadgets because they store a large amount of energy in a small space.
However, they are also relatively slow at recharging - which can be a nuisance for anyone who forgets to charge up their phone overnight.
Dr Gerbrand Cedar, who devised the new battery, said: 'Electric car batteries have a lot of energy so you can drive at 55mph for a long time, but the power is low. You can't accelerate quickly.'
Dr Cedar and colleagues have now found a way of speeding up this process, the science journal Nature reports.
Conventional lithium ion batteries contain two electrodes - one made from lithium and one from carbon - submerged in a liquid or paste called an electrolyte.
When a battery is being charged up, ions - or positively charged atoms - flow from the lithium electrode to the carbon one. When a battery is discharging, the ions flow the other way.
The new battery could also work with rechargeable cars
Charging up or discharging a battery is slow because it takes time to 'detach' the ions from one electrode and absorb them into the other.
The researchers took a conventional electrode made from lithium iron phosphate and altered its surface structure so that ions were released and absorbed 100 times more quickly than normal.
A prototype made using the new technique could be fully charged or discharged in just 10 to 20 seconds. A similar sized ordinary battery takes six minutes to charge.
Unlike other battery materials, the new material does not degrade when repeatedly charged and recharged. That could lead to faster batteries lasting between two or three years, they said.
'The ability to charge and discharge batteries in a matter of seconds rather than hours may open up new technological applications and induce lifestyle changes,' Dr Ceder said.
The technology could also usher in a new generation of smaller, lighter batteries that allow phones and handheld batteries to be the size of credit cards.
Although the invention will be popular with owners of electronic portable gadgets - who will no longer need to remember to keep them charged up overnight - it could also usher in a new era of electric cars.
Bigger batteries for plug in electric cars could charge in just five minutes - compared with about eight hours for existing batteries.
