Iranian FM Mottaki gives the West the runaround
Timed to follow on the delivery of Tehran's response to the big powers' offer of nuclear talks, US intelligence agencies informed the New York Times Thursday, Sept. 10, that they have concluded in recent months that "Iran has created enough nuclear fuel to make a rapid, if risky, spring for a nuclear weapon."
The White House is quoted as saying that "Iran has deliberately stopped short of the critical last steps to make a bomb."
A few hours earlier, a US diplomat warned that Iran is close to producing its first nuclear bomb.
DEBKAfile's military sources say these steps add up to a new US intelligence assessment that Iran is now in position for deciding at any moment to take that last, extremely short step, toward making a bomb - or even two.
Wednesday, Sept. 9, Iranian foreign minister Manouchehr Mottaki finally handed representatives of the six-nation group of nuclear negotiators (P5 + Germany) his government's long-promised reply to the package of incentives it offered for talks to resolve the dispute on Tehran's nuclear program.
Although the contents of the package were not published, DEBKAfile's Washington sources report extreme US frustration with the document which bars any discussion of its nuclear issues
According to our Iranian sources, it consists of a long-winded, sanctimonious treatise, with no proposals for solving the nuclear issue, but rather a sermon on the need for a new world order based on Iranian revolutionary Islamic tenets. Iran's rulers offer to discuss reforming the new world order with the big powers and "reaching a comprehensive agreement on issues beyond the nuclear file," including the crises in Iraq, Afghanistan, Lebanon and the Palestinian territories.
From the document's tone, Iran is putting itself forward as the seventh world power and demands a key role in all important international political, economic, social and cultural policy-making.
The document has only three things to say on the nuclear subject:
First, Iran is fully entitled by the Non-Proliferation Treaty to carry out uranium enrichment without interference or limitations.
Second, Iran is not ready to discuss its nuclear activities with any foreign power.
Third, It is willing to discuss the worldwide nuclear problem.
The package follows on Iranian president Mahmoud Ahmadinejad's public declaration that his country's "nuclear rights" are not open to negotiation; the UN nuclear watchdog's determination that its interaction with Iran is in stalemate; and the statement by US chief envoy to the IAEA, Glyn Davis, that ongoing enrichment activity is moving Iran "closer to a dangerous and destabilizing possible breakout capacity."
Iran's "package" takes the entire controversy into a fresh blind alley. President Barack Obama must now decide on his reaction to Iran's virtual slap in the face in response to his offer of direct nuclear dialogue.

The administration of President Barack Obama, whose official blogger while Obama was a candidate came under attack for hanging a Communist Party flag in his Harvard apartment, apparently has given permission to raise the emblem of Communist China over the south lawn of the White House.
The plan, reported by several English-language Chinese media outlets, has raised concern among those who are working to guard the United States from outside influences that could be threats.
According to the Global Times English-language edition, the national flag of the communist People's Republic of China on Sept. 20 will be raised for the first time on the White House's south lawn – a secured area seldom available for public events – in recognition of the Chinese anniversary.

A California judge today tentatively scheduled a trial for Jan. 26, 2010, for a case that challenges Barack Obama's eligibility to be president based on questions over his qualifications under the requirements of the U.S. Constitution.
If the case actually goes to arguments before U.S. District Judge David Carter, it will be the first time the merits of the dispute have been argued in open court, according to one of the attorneys working on the issue.
In a highly anticipated hearing today before Carter, several motions were heard, including a resolution to long-standing questions about whether attorney Orly Taitz properly served notice on the defendants, which she had.
In a second ruling, Carter ordered that attorney Gary Kreep of the United States Justice Foundation can be added to the case to represent plaintiffs Wiley Drake and Markham Robinson, who had been removed by an earlier court order. Drake, the vice presidential candidate for the American Independent Party, and Robinson, the party's chairman, also were restored to the case.
But the judge did not immediately rule on Taitz' motion to be granted discovery – that is the right to see the president's still-concealed records. Nor did Carter rule immediately on a motion to dismiss the case, submitted by the U.S. government, following discussion over Taitz' challenge to the work of a magistrate in the case.
The judge did comment that if there are legitimate constitutional questions regarding Obama's eligibility, they need to be addressed and resolved.
Carter ordered a hearing Oct. 5 on the motion to dismiss and ordered arguments submitted on the issue of discovery.
If the case survives that challenge, a pretrial hearing has been scheduled for Jan. 11 and the trial for two weeks later.
The case would be the first time, according to Kreep, that the actual merits of the dispute will have been heard in open court. A multitude of such disputes have been rejected out of hand by various state and federal courts. Even the U.S. Supreme Court repeatedly has rejected urgent appeals to hear the evidence.
The suit alleges Obama is actually a citizen of Indonesia and "possibly still citizen of Kenya, usurping the position of the president of the United States of America and the commander-in-chief."

Barack Obama determined to kick off Middle East peace talks
The Obama administration early Wednesday Sept 9 decided to schedule a tripartite US-Israeli-Palestinian summit at UN center in New York for Sept 22, DEBKAfile's Washington sources report, the day before the US president meets Russian president Dmitry Medvedev at the UN General Assembly.
The three leaders will declare Middle East peace talks resumed from that point. Defense minister Ehud Barak was referring to this development when he warned Tuesday night that Israel must brace for hard decisions.
DEBKAfile's political sources note that the US president's scheduling of the tripartite summit will require Netanyahu, Barak and foreign minister Lieberman to be present in New York and away from Israel over the New Year Festival.
Our Middle East sources report that the Arab leaders, Saudi King Abdullah and Egyptian president Hosni Mubarak, are working hard to beat the rival Palestinian side into shape and force them to bury the hatchet, at least ad hoc, in order to send a united delegation to the peace talks. Their heavy arm-twisting has kept Palestinian Authority chairman Mahmoud Abbas and Hamas leader Khaled Meshaal and their parties airborne between Gaza, Damascus, Cairo and Riyadh for the last couple of weeks. A prisoner trade to free the Israeli soldier Gilead Shalit was not at the forefront of their meetings, as widely reported by Israeli media.
Past Saudi and Egyptian efforts to mend the rift in Palestinian ranks have consistently failed, but Middle East sources insist that this time Abdullah and Mubarak are determined not to take no for an answer.
The Saudi king had Abbas on the carpet in Riyadh this week to warn him that disobedience would lead to the cutoff of the oil kingdom's financial and political support for the Palestinian Authority and himself as its head. And senior facilitator, the Egyptian intelligence minister, Omar Suleiman, warned the Damascus-based Hamas chief Meshaal that persevering in his quarrel with the Fatah would bring about the severance of Cairo's ties with his organization and the tightening of its siege on the Gaza Strip.
Abdullah and Mubarak plan to use September for hammering out a Hamas-Fatah power-sharing accord to establish a unified Palestinian national government capable of deputizing a large Fatah delegation headed by Fatah veteran Nabil Shaat to the peace talks with Israel. This would be a first since the Hamas coup drove the Palestinian Authority and its dominant Fatah out of the Gaza Strip in June 2007.
If the two Arab rulers achieve their objective, Israeli prime minister Binyamin Netanyahu will be confronted at the negotiating table by a Palestinian delegation representing a government in which the extremist Islamic Hamas organization is broadly represented.
