    Introduction

    The following is a gathering of lessons learned on items of equipment either within the PEO Soldier domain or closely related to current or planned PEO programs. These were gathered by the PEO Soldier Liaison to the ASA(ALT)-SWA Operations Cell which accompanied a team from the Science and Technology community conducting a similar mission for AMC, and RDECOM.

    The lessons were gathered from 5 through 10 May 2003 from soldiers serving in the Baghdad sector during Operation Iraqi Freedom. Comments came from Brigade Commanders down to riflemen. The following units were interviewed:

    • HHC/1-187 IN, 101st ABN (5 MAY)
    • 2d BCT, 82d ABN (6-7 and 10 MAY)
      • 3-325 PIR (7 MAY)
      • 2-325 PIR (7 MAY)
      • 3-7 CAV (8 MAY)
      • FSB (8 MAY)
    • 1st BCT, 3 ID (9 MAY)
      • 3-69 AR (9 MAY)

    Brigade headquarters was informed and granted permission to conduct interviews at the company level. The brigade issued a FRAGO to subordinate units and arranged link up times. Once the team arrived in company areas of operations they gathered available soldiers, typically 7 to 10, and conduct interviews for approximately 90 minutes.

    An effort was made to capture observations from soldiers with a wide variety of MOS's and experiences. The team questioned airborne, air assault and mechanized infantrymen, armored soldiers from both armored battalions and cavalry squadrons, and clerks, mechanics, and medical personnel in the support battalion.

    The timing was very fortuitous. In almost all cases, the team members were the first external visitors to the unit. Soldiers were fresh off combat operations and were just beginning the stability and support phase of the operation. They were very interested in relating their experiences and thoughts on how equipment could be improved. They recognized that the equipment provided significant combat overmatch against the combatants they encountered enroute to and in Baghdad. However, all soldiers know there is always room for improvement. In this spirit, this document will capture their feelings on what worked well and what can be improved as well as their ideas on how the deficiencies can be corrected.

    The team recorded the soldier's comments as accurately as possible

    Lubricant: Soldiers provided consistent comments that CLP was not a good choice for weapon's maintenance in this environment. The sand is a fine as talcum powder here. The CLP attracted the sand to the weapon. Soldiers considered a product called Militec to be a much better solution for lubricating individual and crew-served weapons.

    "All semi-auto pistols require some lubricant for reliability and to prevent excessive wear. I'd been using Remington Rem Oil for some time. I like it for the internal parts of revolvers and the trigger mechanism of my glock, but it seemed a little light for the slide rails and barrel of my semi-auto. Previously, I'd picked up a couple of bottles of Militec-1 at the Secret Service matches, and found that it did an excellent job of lubricating my Colt .45. Militec-1 is a polymer that's thicker than Rem Oil and does not evaporate as fast. It also bonds to metal when the gun is hot and provides a very slick and wear-resistant surface. I used it on my Glock, and after several sessions at the range, the slide cycled noticeably smoother."

    Supporting the troops means listening to them and issuing the gear they want and need. This can only be done by "holding account" the status quo bureaucrats that want to stay employed or get a new job after their retirement. You do not get ahead in government by bucking the status quo.

  • Why did Patrick Finegan at Defense Supply Center, Richmond, (DSCR) delay and then cancel a five year ID/IQ contract for MILITEC-1 that was already approved by DSCR? This long term contract was being awarded based on thousands of individual requisitions from our troops in record time, a Gold Medal issued to Militec, Inc. for perfect compliance a year before, and the simple fact DSCR was constantly back-ordered and could not keep up with the troop demand.

  • Why did Patrick Finegan divert MILITEC-1 war contracts to an unknown competitor (in record time) with "no Military history" and a different formula? Plus, this competitor lied on the documents to get the awards and Mr. Finegan still did nothing after I brought this to his attention.

  • Why did Patrick Finegan suspend MILITEC-1 National Stock Numbers (NSN'S) and email thousands of MILITEC-1 customers to order CLP?

  • What prompted Patrick Finegan to disregard a 1995 Congressionally brokered agreement with DoD that was in effect and also http://www.militec1.com/mildocs/Lyden.html?

  • Who gave Patrick Finegan the authority to cancel an agreement that has been in effect with the DoD since 1995? DSCR, RDECOM and ARDEC cannot over- ride the Secretary of Defenses' office can they?

    Mr. Patrick Finegan's unethical conduct is one reason why our troops still cannot get the gear they need to do their job. As long as Patrick Finegan can play judge and jury and hide behind his battery of government lawyers, the system will stay broken until the proper oversight is instigated by Congress.

    The Defense Supply Center, (DSCR) is broken and Mr. Patrick Finegan should be held accountable for shafting our troops and my company.

    I will continue to fight the system bureaucrats that place their comfortable jobs over the immediate needs of our troops in combat. This page will be constantly updated to include other federal agencies and individuals that abuse their power.
