Bush’s SPP power grab sets stage for military to manage flu threats

The Security and Prosperity Partnership of North America summit in Canada released a plan that establishes U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law during a pandemic and sets the stage for militarizing the management of continental health emergencies.
The “North American Plan for Avian & Pandemic Influenza” was finalized at the SPP summit last week in Montebello, Quebec.
At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza.
With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies.
The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.
The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture.
The 2005 plan, operative until Bush announced the International Partnership on Avian and Pandemic Influenza, directed the State Department to work with the WHO and U.N., but it does not mention that international health controls are to be considered controlling over relevant U.S. statutes or authorities.
Under the International Partnership on Avian and Pandemic Influenza, Bush agreed the U.S. would work through the U.N. system influenza coordinator to develop a continental emergency response plan operating through authorities under the WTO, North American Free Trade Agreement and the U.N. Food and Agriculture Organization.
WND could find no evidence the Bush administration presented the Influenza Partnership plan to Congress for oversight or approval.
The SPP plan for avian and pandemic influenza announced at the Canadian summit last week embraces the international control principles Bush first announced to the U.N. in his 2005 International Partnership on Avian and Pandemic Influenza declaration.
The SPP plan gives primacy for avian and pandemic influenza management to plans developed by the WHO, WTO, U.N. and NAFTA directives – not decisions made by U.S. agencies.
The U.N.-WHO-WTO-NAFTA plan advanced by SPP features a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak.
In Sept. 2005, Dr. David Nabarro was appointed the first U.N. system influenza coordinator, a position which also places him as a senior policy adviser to the U.N. director-general.
Nabarro joined the WHO in 1999 and was appointed WHO executive director of sustainable development and health environments in July 2002.
In a Sept. 29, 2005, press conference at the U.N., Nabarro made clear that his job was to prepare for the H5N1 virus, known as the avian flu.
Nabarro fueled the global fear that an epidemic was virtually inevitable.
In response to a question about the 1918-1919 flu pandemic that killed approximately 40 million people worldwide, Nabarro commented, “I am certain there will be another pandemic sometime.”
Nabarro stressed at the press conference that he saw as inevitable a worldwide pandemic influenza coming soon that would kill millions.
He quantified the deaths he expected as follows: “I’m not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let’s say, the range of deaths could be anything from 5 to 150 million.”
In a March 8, 2006, U.N. press conference that was reported on a State Department website, Nabarro predicted an outbreak of the H5N1 virus would “reach the Americas within the next six to 12 months.”
On Feb. 1, 2006, NORTHCOM hosted representatives of more than 40 international, federal and state agencies for “an exercise designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States.”
NORTHCOM and other governmental websites document the growing role the Bush administration plans for the U.S. military to be involved in continental domestic emergencies involving health, including avian flu and pandemic influenza.
NORTHCOM participated in a nationwide Joint Chiefs of Staff-directed exercise – code-named Exercise Ardent Sentry 06 – to rehearse cooperation between Department of Defense and local, state and federal agencies, as well as the Canadian government.
A pandemic influenza crisis was one of the four scenarios gamed in Exercise Ardent Sentry 06, involving a scenario of a plague in Mexico reaching across the border into Arizona and New Mexico.
As has been customary in SPP documents and declarations, the Montebello, Canada, announcement of the North American Plan for Avian & Pandemic Influenza acknowledges in passing the sovereignty of the three nations.
The announcement says, “The Plan is not intended to replace existing arrangements or agreements. As such, each country’s laws are to be respected and this Plan is to be subordinate and complementary to domestic response plans, existing arrangements and bilateral or multilateral agreements.”
Still, the SPP plan argues the risk from avian and pandemic influenza was so great to North America that the leaders of the three nations were compelled “to work collectively and with all levels of government, the private sector and among-non-governmental organizations to combat avian and pandemic influenza.”
Moreover, the SPP plan openly acknowledges, “The WHO’s international guidance formed much of the basis for the three countries’ planning for North American preparedness and response.”
WND previously reported NORTHCOM has been established with a command center at Peterson Air Force Base, tasked with using the U.S. military in continental domestic emergency situations.
WND also has reported President Bush signed in May two documents, National Security Presidential Directive-51 and Homeland Security Presidential Directive-20, which give the office of the president extraordinary powers to declare national emergencies and to assume near-dictatorial powers.
Following the Montebello summit last week, the SPP North American Plan for Avian & Pandemic Influenza was published on a made-over SPP homepage redesigned to feature agreements newly reached by trilateral bureaucratic working groups.

A Gathering of Seventy Wolves
The Annapolis charade has come and gone. Dozens of nations came this week to divide Yerushalayim in two. Along with this they have hope in their hearts to impoverish and make homeless one hundred to two hundred thousand Jewish residents of Judea and Samaria. Gog W. Bush is on a mission. As the leader of this plot to keep the Saudi royal family happy and pumping lots of oil, G-d has allowed him to literally explode Gog UMagog in our faces.The gematriah (numerical value) of Gog UMagog is 70, the total number of national/language spinoffs of Hebrew to span out of the Tower of Bavel. It represents the combined will of Mankind in their vain attempt to defy the Almighty. In their minds and in the mind of Armilus (Olmert) and Armolgus (Peres), Yerushalayim belongs to Mankind to do with it what it wishes. From Zecharia 14 we see that the Creator has other plans. The prophet very specifically says that there will be a plague that will go out against those nations that dare to divide Yerushalayim. This week the trap has been set, and forty or fifty nations have flung themselves after the bait.
You may ask, "Are there not supposed to be seventy nations that gather against Yerushalayim." This is where the math becomes tricky. Apparently there are forty or fifty nations that want to play ball with Gog. There are another twenty or thirty nations that will reject all compromises with the American king of Edom in exchange for economic largess. These nations are in Iran's (Persia's) corner. They cannot be bought. It is with them that Gog will need to fight his final war. According to the prophets and the medrashim, it is precisely that war that begins the process of our redemption.
It is truly history's crowning moment that these nations have gathered in Annapolis to proudly spit at G-d's plan for his treasured nation. Let the plagues begin.

As US turns on Israel, cracks form in the Great American Empire

As the United States Government leads and brokers the 'peace' process to split and divide Israel in order to establish a Palestinian Terror State, it seems that some cracks are starting to form in its own empire.
One can't help but notice that when the U.S. Administration presses Israel to give up land, something bad happens to America.
Those who believe in an Almighty G-d, and believe that He controls everything, knows that nothing happens in this world unless He wants it to. We must continue to believe though, that all He does is for good. Yet, why should innocent people in America lose their homes from hurricanes because innocent Jews lost their homes in Gush Katif? (See my article, "Katrina and Katif: some connections to consider.")
I don't pretend to understand G-d's ways, however, we learn in the Tanach (Bible) Genesis 12:3: "I will bless those who bless you, And the one who curses you I will curse."
Those who purport the establishment of a Palestinian State are essentially calling for the destruction of Israel, even if they don't have the courage or the knowledge to admit it. The Road Map calls for carving out Israel's central region and dividing our capital city, Jerusalem, in order to form a Palestinian Terror State. The Road Map authors and supporters are cursing Israel, and the result will be their own demise.
There is one Jewish State. About the size of New Jersey, Israel could fit inside of lake Michigan. Bush's Road Map will produce a 23rd Arab state, 24th if you add Gaza, inside of this already tiny Israel that has already given over 80% of its land away to the Arabs in pursuit of peace.
The establishment of a Palestinian State in the heartland of Israel, would place the PLO within easy rocket range to our major population centers. A missile strike on any of our cities would bring untold death and damage to our nation. The Arabs in this Palestinian Terror State would also be within shooting range of our major airport. That means that every plane taking off or landing could be struck down by the terrorist's rockets. This would be the end of Israel's economy by destroying tourism, destroying our exports and imports of food, agriculture, products and personal air travel. Israel would not be able to survive being in such a vulnerable position.
What is so disturbing, is that America, the nation which claims to be a friend of Israel, is actually setting her up for her destruction. We must remember, that the United States heavily relies on oil to run it's economy. If it comes between deciding what is more important, Jews or oil, guess which one will win out? This only goes to prove the famous quote by Charles Maurice de Talleyrand : "Nations don't have friends, they only have interests."
And so, as the U.S. amputates Israel's biblical and historical heartland from her to form a Palestinian Terror State, it is losing its OWN heartland in its centrally located states.
It seems the Lakota Native Americans who inhabit large chunks of the states of North Dakota, South Dakota, Nebraska, Kansas, Colorado, Wyoming, and Montana have withdrawn from treaties with the United States, and are basically seceding from the union. "We are no longer citizens of the United States of America and all those who live in the five-state area that encompasses our country are free to join us," its leaders said last month, Dec. 19th, 2007. A crack in the Great American Empire?
News reports also concerning the security of the U.S. Government came out this month with reports that the Iranian Islamic Regime has been cozying up to Central and South American leaders who are hostile to the U.S. such as Nicaragua's Sandinista President Daniel Ortega and Venezuelan President Hugo Chavez. Iran has recently opened an embassy in Nicaragua?s capital. It?s also become involved in building a $350 million deep-water port at Monkey Point complete with corridors of pipelines, rails and highways which will span across the country to the Pacific Ocean. They've already established a firm foothold in Latin America and the U.S. State Department is now worried that Iran could stage strikes on American soil.
According to a report from the San Antonio Express-News, John R. Schindler, a veteran former counterintelligence officer and analyst for the National Security Agency stated, "The Iranians have that ability (to launch attacks) particularly from South America. Hezbollah has fronts all over Latin America. That is not new. But it's certainly something we're starting to care about now." He said.

Alaskans are now grumbling that they are not happy being part of the United States. They have formed their own Alaskan Independence Party and may push to become a separate and Independent Nation if they do not get their demands met according to a 1958 treaty they signed with the United States Government.
Let's not forget the possible 5th column inside the USA at present. These are the millions of Mexicans, Central and South Americans who have entered the United States illegally who are heavily taxing the health care system, the education system, the justice system and who do not pay any taxes to support it. Many of these illegal immigrants are justifying their actions and are calling for the disengagement of the South Western United States. They want to establish their own country called, Aztlan.

And yet, the President of the United States ignores the dangers of having MILLIONS of unknown people invading his country. U.S. Border officials have already caught Muslim terrorists sneaking over the border, and Moslem prayer rugs and Korans have also been found in the area belonging to those who were NOT caught. This means they have made their way into the United States to set up possible terror sleeper cells.
Another crack in the Great American Empire?
Lakota Indians seceding, Alaskans flirting with independence, Iranian build up on the Pacific, and millions of unknown illegal immigrants draining the USA of its resources, and widening the holes of U.S. security.
Could these all be cracks that will soon crumble the Great American Empire? Has America's time expired as the leading nation of the world? All the nations where Jews resided prospered when the Jews were treated well there. Egypt rose and then turned against the Jews and it fell. Babylon rose and then turned against its Jews and it fell. Greece rose and then turned against the Jews and it fell. Rome rose and then turned against the Jews and it fell. Spain rose and then turned against the Jews and it fell. The British Empire rose and then turned against the Jews and it fell.
All these once great powers lost their glory after declaring war against G-d by persecuting His Chosen People, the Jews. The present United States Government is now attempting to divide Jerusalem, destroy Jewish communities in Judea and Samaria, and turn it into a Palestinian Terror State. Will this be the undoing of itself? Are we today, witnessing the beginning of the end of the Great American Empire?
